Civil Registration and Census
The Civil Registration & Census Sector is mandated to ensure the timely and accurate registration of vital events such as births, deaths, marriages and other life events prescribed under the relevant laws. It is responsible for maintaining reliable and up-to-date population records which serve as a critical foundation for planning, policy formulation, and evidence-based decision-making. The Sector also delivers other civil registration and census services to citizens, thereby supporting effective governance, enhancing public service delivery, and contributing to socio-economic development.
Roles and responsibilities
- Implement plans, policies and directives related to civil registration and citizenship services.
- Assist Dasho Dzongdag in administering all civil registration and citizenship-related matters within the Dzongkhag.
- Coordinate with the Department of Civil Registration Census and other relevant agencies on civil registration and citizenship matters.
- Conduct the annual census in accordance with the guidelines and procedures issued by the Department of Civil Registration and Census.
The Civil Registration and Census Sector provides the following services;
Online:
- Birth Registration
- Death Registration
- Process and issue Citizenship Identity Card and Special Residence Permit (New, renewal, lost, replacement).
- Process and issue Route Permit (new, renewal, lost).
- Census Transfer (Inter-dzongkhag, intra-dzongkhag, intra-gewog)
- Name Change and Correction of Date of Birth
- Issuance of Nationality Certificate
- Issuance of Relationship Certificate.
- Issuance of Household Information
- Update of Citizens information (marital status, parents information, spouse, village, Thram no, etc).
- Change of Head of Household
Offline:
- Verification and submission of Census Drop out cases to the Department of Civil Registration and Census.
- Verification and submission of double census cases to the Department of Civil Registration and Census.
