The Planning Sector of the Dzongkhag Administration is responsible for coordinating, facilitating,and monitoring the planning and implementation of development programmes and projects in line with the Royal Government's policies, the Five-Year Plan, and Dzongkhag priorities. The sector works closely with all sectors, Gewogs, Thromde, and development partners to promote balanced and sustainable socio-economic development.

Vision: To promote efficient, transparent, and sustainable planning for inclusive socio-economic development.

Mission: To ensure effective planning, coordination, monitoring, and evaluation of development programmes for improved service delivery and the well-being of the people.

Services Provided: 1. Technical guidance on planning and project formulation. 2. Monitoring and reporting of development programmes. 3. Coordination of annual plans and budgets. 4. Support for donor-funded and deposit works. 5. Development data management and analysis.

Key Functions

1. Coordinate the preparation and implementation of the Dzongkhag Five-Year Plan and Annual Performance Agreement (APA).

2. Monitor and evaluate the progress of development projects and programmes.

3. Coordinate annual work planning and budget proposals.

4. Facilitate the preparation and review of project proposals.

5. Monitor physical and financial progress of development activities.

6. Coordinate Mid-Term Reviews, Annual Reviews, and other planning exercises.

7. Maintain development databases and support evidence-based planning.

8. Coordinate donor-funded and externally supported projects.

9. Prepare reports for the Royal Government and relevant agencies.

10. Support Gewogs and sectors in planning, monitoring, and reporting.
