The Dzongkhag Engineering and Human Settlement Sector coordinates with central agencies to implement development plans, manage settlements, and ensure efficient delivery of municipal services.

1. Mandates of sector:
- Coordinate with central agency in ensuring effective implementation of development plans
- Proper management of settlements and efficient delivery of municipal services
2. Organogram of sector/Functional Units
Planning & Design Unit:
- Preparation of development plans,
- Urban design proposals,
- Infrastructure development plans,
- Community development plans,
- Review of development plans (at community & master plan level),
- Study of settlement & growth potentials
Development Control & Infrastructure Management Services Unit:
- Review & monitor all human settlement development,
- Maintain municipal & infrastructure services,
- Manage environment resources, solid waste & sanitation issues.
Survey & Land Information Services Unit:
- Provide survey services for plan preparation & plot demarcation,
- Maintain land & property records (with main focus on transaction & taxation purposes)
- Provide surveying services for infrastructure services & lay out of buildings
- Focal agency for development of GIS database & its management
3. Core product & services provided by the sector (Responsibilities)
- Monitor developments & constructions for their compliance with the approved plans, rules & regulations in the respective Dzongkhags
- Submit timely report on the human settlement activities for necessary guidance & monitoring by the central agency
- Prepare annual work plan & five year plan activities and corresponding budget requirement
- Implement rules & regulations, guidelines, standards, circulars and executive orders related to the human settlements
- Create awareness on the planning principles, rules and regulations, guidelines, standards, circulars and executive orders related to the human settlements
- Manage HR and build capacity of staff and officials, right people with right skills and experiences at the right places
- Communicate, coordinate and follow-up between the central and local agencies
- Provide municipal services
