The Samtse ICT Cluster, under the Government Network Division (GovNET) of the Government Technology (GovTech) Agency, is responsible for planning, implementing, operating, and maintaining the Government Network (GovNet) across Samtse Dzongkhag. The cluster ensures secure, reliable, and high-speed connectivity for government agencies, schools, healthcare facilities, Drungkhags, and Gewogs. It also provides ICT technical support, network monitoring, cybersecurity, and infrastructure maintenance to enable efficient delivery of e-Government services and support Bhutan’s digital transformation initiatives.

Roles and Responsibilities of the Samtse ICT Cluster

  • Plan, deploy, and maintain Local Area Networks (LAN) and Wide Area Networks (WAN) for government agencies.
  • Manage Government Network (GovNet) infrastructure, including fibre-optic connectivity and last-mile network services.
  • Install, configure, and maintain network equipment such as routers, switches, wireless access points, and structured cabling.
  • Provide ICT technical support, troubleshooting, and preventive maintenance for network infrastructure.
  • Monitor network performance and availability to ensure reliable connectivity and service continuity.
  • Implement cybersecurity measures to protect government network infrastructure and digital services.
  • Support the deployment and operation of e-Government systems and digital public services.
  • Coordinate with GovTech divisions and regional stakeholders to expand and improve Government Network coverage.
  • Enhance network resilience and reliability through infrastructure upgrades and proactive maintenance.
  • Ensure secure, efficient, and uninterrupted ICT services to government offices, schools, healthcare facilities, Drungkhags, and Gewogs across Samtse Dzongkhag.
