Overview of HR Section
The Human Resource Section (HRS) functions directly under the head of Administration and Finance Section, Dasho Dzongrab. The head of the HRS is the Human Resource Officer and serve the following functions:
- Human Resource Development Services
- Human Resource Management Services
- Civil Service Information System.
1. Human Resource Development Services
The Human Resource Section in the Dzongkhag plan Short term training as per the approved budget and submit to the HRC for endorsement. However, the long term trainings are tabled in the HRC and forward to concern Ministries or RCSC with recommendation for final approval.
2. Human Resource Management Service
The Human Resource Management Service takes the responsibilities of all secretarial services to the civil servants of the Dzongkhag. The main functions in the HRMS are Recruitment, Selection and Appointment of Regular, Contract, General Service Personnel, Elementary Service Personnel in the Dzongkhag as per the decentralization policy. The other secretarial functions include the following:
Remuneration and Benefits
Performance Management System
Separation from Civil Service
Any other HR issue of the Dzongkhag as per CSA and BCSR
Current working structure
The HR services are further decentralized to two Dungkhag (Dorokha and Tashicholing) and nominated HRA each.
The HRAs are assigned a Sectors/Schools or two each and look after all the HR related issues. The HRAs are accountable to the HR Officer. The HR Section works in consultation with the head of the Dungkhags, Sectors and Schools.
